Proficiency Exam
All international RN's whose first language is not English must demonstrate
competence in oral and written English by taking and passing one or
more nationally recognized tests. These test are standardized assessments
of English language proficiency.
All nurses are required to submit a passing score on the TOEFL, TWE,
and TSE. For the TOEFL, TWE, and TSE, registered nurses must submit
a score of 540 on the written TOEFL, or 207 on the computer based TOEFL,
4.0 on the TWE, and 50 on the TSE.

Recently, International English Language Testing System (IELTS) has
been recognized by the CGFNS as an acceptable alternative to TOEFL/TSE
for proof of English proficiency.
Its scoring system is such
Candidates receive scores on a band scale from 1 to 9 (1 being a non
user and 9 being an expert user of the English language)
Candidates receive a score for each module of the test as well as an
overall score.
Overall Band Scores and Listening and Reading Band Scores are reported
in half bands; Writing and
Speaking Band Scores are reported in whole Bands.
There is no pass or fail mark.
Results are recommended as valid for two years
